Alright I just bought myself a t-bird 700 and the abit kt7 (no raid since I still have my raid card). I install the chip no problemget it up and running stable at 700, install all the VIA drivers that needed to be updated because of Win 98SE crappy driver support there, and run a few benchmarks. Everything comes up rosy. I shut down, pull the chip out, grab my magnifying glass and number 2 mechanical pencil and trace the L1 bridges back to connect them all. I put the chip back in, set the multiplier to 7.5 for starters and it boots up as 700! I was like huh? I set it to 650 and it boots up as 700. I check the traces on the chip since the case was still open and laying on the side and they were all fine. Well I erase the traces and try it again just incase making sure the marks are dark and can't see any of the gold. Still it boots up as 700 no matter what I set the multiplier too. If I change the FSB to 107 it boots up as 150 no problem. 
I went to a few websites and checked pictures there and it looked like I did everything perfectly fine but still it's not working. Is there something else I need to do with the Abit board or something? Maybe AMD has changed the chip again in the last week? I have no clue wtf is up with this and need some helpful guidance. Going to try a conductive pen tonight and see if that works.
Also I noticed that when I had the mutiplier set higher the system became dangerously unstable even though it was still booting up as 700. It would lock up or start leaving ascii chars all over my screen. Soon as I would erase any trace I made and boot up back at 700 everything went fine again. Anyone else experience these problems and resolved them? if so I would love to hear from you.
Rest of my specs are an Enlight 7237 case, 2x128 pc133 CAS 2 mushkin ram, 2x20.5G WD 7200 rpm drives. TNT2 Ultra, Live Value, 56K generic modem, IWILL promise ATA 6 raid card.
