help in choosing a 19' monitor

I going to get a new monitor i really need to replace my 15' monitor hehe. Anyway i don't know which brand to go with. The price range that i can afford for a 19' monitor is 250-400. any suggestions would be appreciated. Also what is better the hight the refresh rate or lower??
 
Just to answer 1 of your questions, higher refresh rate is better. Make sure to have at least 75Hz for whatever rez your using. I don't like less than 85Hz becuz thats where I can't see it refreshing, but I can almost see the 75Hz refresh and it can get VERY annoying and hard on your eyes after a while.
