Help I'm so Frustrated

I'm not sure how much info to include, so I'll just try to explain the situation
without writing a book. Our OS is win98se with 188 ram. The last few months
we have had constant errors "Windows protection errors, Illegal Operations
Fatal exceptions and lock-ups" all occuring in different situations. I formated
and reinstalled windows but nothing changed. Today I "fdisk, formatted and
installed windows" and these errors are still occuring. Below is the errors in
order as they occured during operation.

Upon completing format & recover received this error
WINDOWS PROTECTION ERROR while initializing "CONFIGMG"
Then rebooted and computer tried to go into SAFE MODE, but
I received this error instead, "SYSTEM.INI file missing "VSHINIT.VXD"
Reboot and receive this error " ENCSTART ILLEGAL OPERATION

I decided to start over again, this time I "Fdisk, formatted and Recovered
Error: "WINDOWS PROTECTION ERROR while initializing device "CONFIGMG"
Reboot: received this error (four times in a row) "ILLEGAL OPERATION MSGSRV32 -
Invalid instruction in module SETUP.DLL at 0005100001662
Rebooted and received several "Explorer illegal operations"
Rebooted went into safe mode then received severl more errors
"WINDOWS PROTECTION ERROR
"FATAL EXCEPTION OE 0167: 1Bff9dfff
I installed a antivirus program, it completed 2 scans
Rebooted: FATAL EXCEPTION OD 16Ef: 014775B6
Rebooted: Ran Scandisk Maintence it stopped running from this error:
FATAL EXCEPTION OF 0028: C000CC30 the current application terminated
Rebooted: "WINDOWS PROTECTION ERROR
Rebooted: Computer went into Safe mode then I recived this error
"FATAL EXPCETION OD 0147: 0008A48 (four times then shut the computer off)
Started computer and uninstalled AVG Antivirus
Rebooted: 'WINDOWS PROTECTION ERROR
Rebooted: FATAL EXCEPTION OD 0147: 00008A48 (three times then shut down)
Rebooted: uninstall Anitvirus again, error, (setup-cannot init language file)
Ran scandisk again, without errors
Reboot: WINDOWS PROTECTION ERROR, while initializing device CONFIGMG
Reboot: Safemode again, reboot, FATAL EXCEPTION OE 0028: C023080A
in VXD VMM (OD)+0000180A
Reboot: FATAL EXCEPTION OE at 0028: C0043C34 VXD VFAT(01) + 00001C53
Reboot: Computer locked up

I've already checked into several of the micosoft reference files on Fatal exceptions
illegal operations and Windows protection error. Checked our ram, checked for
CPU getting hot, SFC, ran maintence scandisk & defrag, check the start up items
in msconfig, ran a virus check dozens of times and fdisk, formatted and installed
windows numerous times. Does anyone have a clue as to what maybe going on?

hi,
i would guess that, in order of likelyhood,
1. bad ram.
2. hd going bad.

this is since you did a fresh format and reinstall of windows.
how did you check the ram? try downloading memtest and running that on the ram if you didnt before.
for the hd, most manufacturers websites have disk checking software that you can download and extract to a floppy and run to check the disk.
if the ram and disk check out ok, reformat and install windows with just ram, proc, cd and hd installed. if it's stable, add cards and drivers 1 by 1.
