Help identifying proxing settings for these addresses

I'm decommissioning an explicit proxy server and want to get all references to it removed, but I'm still getting traffic from the local machine account to these following addresses.

http://csc3-2009-2-crl.verisign.com/CSC3-2009-2.crl
http://csc3-2004-crl.verisign.com/CSC3-2004.crl
http://crl.verisign.com/pca3.crl

User-agent is Microsoft-CryptoAPI/5.131.2600.5512

These are Windows XP boxes and Internet Explorer proxy settings should be removed as we're going towards a transparent proxy.

Any thoughts on which app or part of Windows is accessing those addresses and where I can change those settings?

I realize that there could be lots of other apps that could be accessing those CRLs...
