Help, I think that my motherboard or cpu is hosed!

I have a Biostar M7MKA and an athlon 650. I've had problems with the cpu loosening in the socket before (possibly due to the weight of the Arctic Circle mounted on it) but solved it by using a coolermaster PII retention clip across the top. As recently as a few hours ago, I was on my computer, and it was working beautifully, no problems. I moved it back into my bedroom, pulled out the cpu and took off the arctic circle to replace the silicone grease with arctic silver. After carefully remounting the cooler, I plugged my system back in, and the CPU fan and drives spun up immediately, without touching the power switch. I don't get anything on screen, no beepcode, nothing. I tried switching power supplies, and the same thing happens. I tried my PS in another machine, and it works fine. If I pull the CPU out and plug the power cord in without the cpu, it still happens. But, if I pull the ATX connector from the motherboard, and then plug it in,the drives etc. stay powered down (as it should). I don't have another CPU or board to test, so that's out (unfortunately). I tried loostening the arctic circle, thinking it might have tweaked the PCB, but still nothing. Help! I really need my computer working, and besides that... I'm knee deep in Diablo II! ;)
