Yes someone makes such a beast.
Finding one that will be sold individually is another story.
You can always have one fabricated at a machine shop,but it is most likely going to be prohibitively expensive to do so.

Is drilling it out to a larger size not an option? You can get left hand threads in larger sizes (like a 9/16 bicycle pedal tap for example).

It's not a bicycle tap.........those typically run in sizes of:

1/2" x 20 tpi (Kid's pedals)

9/16" x 20 tpi (Adult pedals)

10mm x 1mm (derailleur hanger)

6mm x 1mm (canti brakes and fender bosses)

5mm x .8mm (water bottle, toe clip, fender and rack bosses)

3mm x .5mm (rear wheel drop-out alignment screws)
