HELP I keep getting the error "Page can not be displayed"

I have a friend who can't view any secure internet pages. For instance when he tries to go to his bank site to pay some bill he gets the error message that the page can not be displayed. I work on computers for a living and I was there for 4 hours trying to get it to work and couldn't. I checked to make sure that his settings where ok and I even added it as a trusted site. It still won't display it. He has Cipher Strength: 128 bit on it, and all of the updates that he can get. I am currently running the virus scanner on it. Does anyone have any ideas or clues that could help me? Please try to help, thanks a ton.

Is your friend behind a firewall, or does he have a software firewall? If so, check to see if the IP address or domain name is blocked.

Some controls in some of the newer security programs also cause such problems. Examples are in Win XP SP2, Norton Internet Security, etc. If he is using any of those, try temporarily turning it off. If that works, he can turn it back on and gradually relax the security settings until he finds what works.

Then, he has to decide whether accessing the site is more important than the security setting or whether the program allows the user to enter a list of exceptions.

I tried deleting the cookies, and everything else, that didn't help. I also turned off the MS networks stuff and that didn't help. I have never seen anything like this at all! Thanks for your imput guys. Talk to ya later bye.

Create a new user, log on as that user and see if you get the same thing...could be the user profile is corrupt.
Just a thought.

If you got SP2 installed, type the followinf (including the quotes) "c:\program files\internet explorer\iexplore.exe" /rereg
Then reboot your PC.

· Some web browser security settings may be set to high to allow access
to parts of the website

Configure Security, Content, and Advanced Settings in Internet
Explorer


To do so:
1. Configure the security settings for the Trusted sites zone in
Internet Explorer. To do so:
a. In Internet Explorer, on the Tools menu, click Internet Options
, and then click the Security tab.
b. Click Trusted sites, and then click Default Level.
c. Add the SSL Secured (128-Bit) Web site to the Trusted sites
zone. To do so, click Sites, type the URL of the
site(https://www.whateverthesitename.com) in the Add this Web site to the
zone box, click Add, click OK, and then click Apply.
2. Clear the Secure Sockets Layer (SSL) state and AutoComplete
history. To do so:
a. Click the Content tab.
b. Under Certificates, click Clear SSL State.
c. Click OK when you receive the message that the SSL cache was
successfully cleared.
d. Under Personal information, click AutoComplete.
e. Under Clear AutoComplete history, click Clear Forms. Click OK
when you are prompted to confirm the operation.
f. Click Clear Passwords. Click OK when you are prompted to clear
all previously saved passwords, and then click OK two more times.
3. Verify that Internet Explorer is configured to use SSL 2.0 and
SSL 3.0. To do so:
a. Click the Advanced tab.
b. In the Settings box, under Security, click to select the Use
SSL 2.0 and Use SSL 3.0 check boxes (if they are not already
selected), and then click OK.

Well guys and girls I didn't figure out how to fix it, but it is working now. I went into the start\windows\accessories\systemtools and ran system restore. I set it back to restore it from a week ago and it worked.

The reason that it couldn't get on those internet sites is because I unloaded the norton ani-virus program. As soon as I unloaded it, it quit showing up those web pages. So now I have to figure out how to remove that old program with out it doing this crap again.

I'd like to thank everyone who responed to help me, I really appreciate it!!
Now I just have a newer problem. :(

I knew a guy who had a corrupt install of ZoneAlarm and the truevector service blocked his ability to go to https sites
