HELP! I can't shut down my PC....running WinXP

I just re-installed WinXP Pro today.

Ok this is a wierd one, with what im guessing should be a simple answer. I leave my PC on all the time, so i set my all power options to "always on". Well, in the midst of all my "tweaking" i must have adjusted some setting because now when i want to shut down my PC by going ;Start--->Turn off computer...---> Turn off; it reboots instead of shutting down. I've also tried clt-alt-del and shutting down from there, still it reboots.

If anyone knows what i change to get it to shut down like normal please tell me. Thanks.
