Help...I can't get XP to install

I am installing WinXP on a fresh formatted maxtor hdd. I have ran a low level format on the drive and recertified it with Maxtor software. I have ran all tests on the hdd and it is fine. Everytime I try and install XP, it goes through the initial blue screen setup/copy files, and when it reboots to finish the XP installation it just goes back to the blue screen to reinstall everything. I never make it to the next step with the XP graphics to finish the installation. I am stuck on the blue screen. Anyone ever have this happen or know what to do? This is really annoying. Yes it is a legal version of XP, its XP Pro if it matters.
 
Well I may have read this wrong but I have to ask. When windows reboots you need to either eject the cd or go into bios to shut off the boot off of cd feature. Did you do this?

I did that, i ran a low level format again and it fixed the problem XP is now installed and I am using as i type
