HELP! I can't change/delete profiles as Administrator in W2K

A friend's computer was hit by a virus (w32.elkern.4926). It made changes to the profiles such that I can't install Norton Antivirus (NAV). W2k said that's because of profiles. There's a little lock icon next to the profiles. I can only view. I can't modify/delete profiles. But i'm logged in as Administrator!

Also, I can't add/remove users. The buttons are all greyed out!

I've removed the virus using Norton's Emergency Disk, which is a DOS antivirus scanner. And i;ve installed SP3, but the profiles are still locked down and it still won't let me install NAV.

Anyone have any ideas on how to unlock the profiles? Or is it format, reinstall?

I ALWAYS recommend format (even fdsik /mbr) and reinstall after virus. Told my dad 10000xs to do it after he got hit. He couldnt as he uses it for his business and he just doesnt have the time, but it got to the point where he just couldnt stand to use the computer anymore, so I went down and took care of it. It's like Herpes, you will never be the same after you get it (so they say)
