Help! HP Laptop Running @ 519MHZ, Should Be 1826MHZ

I have an HP EZ4610US. Windows say it has an XP 2500+ running at 519MHZ. Wintune confirms the 519MHZ. The bios says it is set at 1826. I have updated windows and flashed bios. Still Windows says it is at 519MHZ. I cannot change the cpu speed in the bios. It is automatically set at 1826MHZ. Can someone tell me how to fix this? Office Depot is selling these computers and they are not running at the correct MHZ.

The athlon XP-m chips can change their clock speed as need be to increase battery life... could this be the case?

Download CPU-Z, then run something, anything that is cpu-intensive with CPU-Z still running. I bet your proc. speed shows up as 1.83ghz.

Should be. My 1.4 GHz Pentium M laptop runs at around 500-600MHz when surfing the web, even less when it's on battery.
