Help! HP Laptop Running @ 519MHZ, Should Be 1826MHZ

I have an HP EZ4610US. Windows say it has an XP 2500+ running at 519MHZ. Wintune confirms the 519MHZ. The bios says it is set at 1826. I have updated windows and flashed bios. Still Windows says it is at 519MHZ. I cannot change the cpu speed in the bios. It is automatically set at 1826MHZ. Can someone tell me how to fix this? Office Depot is selling these computers and they are not running at the correct MHZ.
 
What you have there is AMD's version of intel's speedstep. I think it is called powernow.

From AMD:

"The mobile AMD Athlon XP-M and low voltage mobile Athlon XP-M are designed to extend system battery life using the most dynamic power management technology, AMD PowerNow! technology. "

Basically, your processor dynamically changes its speed depending upon needs. Some notebook's allow you to set it to full speed all the time in the bios or with their utility.
 
Putting the power options in the control panel to "Always ON" make the processor run at full speed... at least it does with Intel Speedstep.
