Help! How to transfer VHS movie to VCD?

What equipment (Hardware/Software) do I need to transfer VHS movie to a CD-ROM that can be played on any computer or VCD player? Thank you very much.

I use Hauppauge wintv usb model.. kinda spendy 200.00 us comes with the software to convert to vcd and burn the compact disc
is really simple and easy to use.
I imagine there are some capture cards out there that are pci that would work well for less money.. I would look into the ati tv wonder.

I personally prefer the ATI TV-Wonder, simply because a dedicated PCI card gets better quality than a USB device. Use a program like VirtualDub and a quality compression like Huffyyuv to capture to AVI, then use something like Pinnacle Studio SE or Ulead MediaStudio to convert to SVCD/VCD, etc. I'm currently using the Pinnacle Studio SE, pretty sweet, it has preset settings for VCD/SVCD so you know they're the video is in the right format.

I use Creative Lab's VideoBlaster. It's not as fancy as the other recommendations but it gets the job done.
