[Help]: How to tell the problem between CPU and mobo?

I got a P4 1.9 and one Aopen AX4B (845 DDR) from a friend.
The setup is pretty simple, PS + mobo + CPU + one 256MB DDR memory, no floppy or hard drives.

When I powered it on, it looked like the mobo and CPU both worked. There was no "beep"s or any other warning signals.
However, there was no signal sent to my monitor either.

Is there any way I can isolate the problems to see where I receive the problems from? I don't have any other P4 CPU. I don't have any other P4 mobo either.

It's pretty obvious that to isolate the failure you need to try all good components with one unknown component at a time, if you have no spares you can't do that.

Can you buy new components from a vendor who has a good return policy?
