Help - how to stop mobo reserving memory in PCI slot?

On my system whenever I use my soundcard the system reserves a whole gigabyte for the slot! So my memory ticks up 2048 instead of ~3200. I have two add in cards, if I put the soundcard in the bottom slot it only reserves ~200MB, but if I use the other one it reserves an entire gigabyte, is there anyway to set a limit on what it reserves for addin cards?

The other addin card is a TV card. So I can only use 1 card at a time if I am to keep the full 3GB of memory, I was wondering if there was a way to stop it from reserving so much memory.
