Help!! Horizontal lines during video playback

I just picked up my new computer for video editing and have been having an issue with video playback. Whenever I play a video, on youtube or while editing a video, I get these random horizontal lines across the screen. It seems to only happen when there is a lot of action on the screen.

My monitor is an LG E24442 and my video card is a GeForce GTX 650. I am running two monitors and the other monitor is an old Dell LCD. I was going to try buying a new DVI cable but both monitors have the same issue with the lines, which makes me believe that it is a graphics card problem.

If you guys can think of anything it could possibly be, I would greatly appreciate it! I have added a few pictures(while viewing a youtube video) and a link to a video to show you the problem.
