HELP: Hear PC power up, without familiar beep, and no video!

I went away on vacation and, before I left, unplugged the surge protector to my computer from the wall.

When I got home I plugged the surge protector back in but the computer won't power up properly.

Happy signs:
The fans to the PSU, CPU, and Video card all spin
I can hear the hard drive spin
The RAM LED light comes on the motherboard

Bad signs:
No, common, double beep as the system powers up
No video out

In a desperate attempt I unplugged all external devices/cords EXCEPT the power cord. After hitting the power button, I waited about 10 seconds, plugged in the monitor cable and I got to the Windows XP screen select a user screen!! Alas, when I plugged in my USB mouse, I got no mouse activity. I tried every available front/rear USB port but got nothing. Finally I forced the machine down and have been unable to get to the Windows XP screen since.

I've removed the hard drives, floppy drives, DVD drives, and RAM in an attempt to see Video out but I get nothing.

Any thoughts on what my issue(s) could be? System is as described in my sig

Well if your still overclocking as your sig suggests I put it back to stock setting and see if that works.

Would you recommend I do that by Clearing the CMOS, since I can't see any video output?

Should not hurt anything clearing CMOS but you will need to redo it later. You should check to see if all your cards are seated properly esp video card and recheck all you motherboard and device power/cable connections. You may have a loose connection which is causing the problem.
