My system bus is only running at 100MHZ with pc100 ram but the adapter card is an Ultra ATA/133.

Can this be the problem?

Can I solve it with pc133 ram?

i doubt your ram timing is the issue. if you're trying to format the new drive as a storage drive in 98 then junk the utility and just partition and format it with 98. i'm not too familiar with the limitations with fat32 so you might have to make several partitions. i think it'd be a good idea to switch to 2000 and just use NTFS.
