Help: Grpconv eror when installing WIN98

I'm building a new system. 1.2GHz Athlon, FIC AD11 MB, and 256M DDR memory. Everything looked like it was coming up fine. I get to the very end of loading WIN98 and get a unrecoverable error about the Grpconv program having performed an illegal operation. This happens after the computer reboots, and after the point where you edit the time zone, etc. I reformat the hard drive everytime before I try to load the OS from the CD. Any ideas on what the problem might be or ways to isolate it? Thanks
 
I experienced the same thing this morning on both win98 and winME. not sure what is causing it, but it doesn't seem to adversely affect the install in any way.
