HELP, GPU playing hard to get!

My rig:
I5 2500k; 8 gig of ddr3 @1333; Z68 mobo GA-Z68XP-UD3 ;M4 64gig SSD (two other hard drives for games and storage); PC power and cooling PSU; 24” Asus Monitor; Win 7.
Latest AMD driver and F9 bios for mobo (a roll back that is more stable).
History of issue:
I had a 7870 xt and around the time Bf4 came out I have been having issues with the computer recognizing that I have a gpu. I have RMA in for the 7870xt. I used a gts 250 to hold me over. With the gts 250 the system is 100% stable and all things run fine. I got a hold of a 7970 and it run just fine for all things but one.
Problem:
After I power my computer off for the night, the computer will not recognize the 7970 unless I do a hard reset. Then all things run fine, including short sleep or hyphenation modes. The problem was worse with the 7870 xt but it is nonexistent with gts 250. In fact, the gts 250 will show that is is being booted up before windows comes on.
Other symptom, my settings are not always saved from when I turn off the computer and turn it on.
What could be causing this?

Thanks. It is hard to get help for these odd problems that require ppl who know a bit more to help. So I need to try to get ppl to look in the hope I find an answer. :whiste:

I would say your PSU. The GTS 250 draws less power than a 7870 xt or a 7970.

UPDATE:

I just got off the phone with PC power and Cooling...guy was very helpful and suggested that a capacitor may be failing. RMA has been submitted. But because the gts 250 runs, he is not sure.

Just a guess here, but your Nvidia drivers might be conflicting with the AMD ones, thus preventing them from installing properly.

The 7870xt ran from 4/13 till 10/13 before the RMA. So the problem was there on the system before I ran the gts 250. The gts 25O drivers were un-installed before the 7970.
