If you do what LoneWulf says, but remove all entries, then when you click ok you will be promped to reboot for settings to take effect.
Dont reboot, but go into Hardware Device manager and make sure that no network adapters are present. If there are any, delete them and then reboot.
Upon rebooting your NIC will be found and installed.
Now do as LEonWulf said and go Start > Settings > Control Panel > Network and reinstall Client for Microsoft Networks (under add service), NetBEUi (under add Protocol), TCP/IP (under add protocol), File and Printer Sharing (under add service). Click the File and printer sharing button and ensure the boxes here are set to your requirements.
Ok it and reboot.
Now when you run the Internet connection Wizard under Control Panel => Internet Options => Connections => Connection Wizard Tab you should leave the option ticked to obtain settings automatically and you should be able to connect to a shared internet connection etc as long as you have a Gateway (ICS computer) on your network.
Also before doing this i would recommend you remove all PCI cards from your computer and get the networking going first.
Then add back in the PCI cards one by till you find if any cause you to loose you connection.
If this happens, take the offender out and try in different PCI slots. If you cant get it to work - throw in bin or get newer drivers for the device 😉
Win98 is well known to fubor up its Protocol stack so the above should cure any problems in that department. If not i smell a OS reinstall 🙁
Its either that or youve got a rogue device in a PCI slot.
You could also try disabling the onboard NIC, follow the steps above and try a PCI addin NIC to see if you need to RMA the board.

Heh, they should be ashamed of themselves if they work in a networking environment.
