Help! Gigabyte ga-7n400 Pro 2 with Fortron psu

I'm working on a rig right now and just finished putting together the guts. I tried booting it up and it only powered on for an instant. Once the fans moved a little and then all went still.... every led light continued to stay on including power led and ram led. Once I turn off the power to my PSU until the led's go out (IE capacitors run out of juice) and turn the PSU you back on... it will then repeat the same operation if turned on. I can't figure out if it's a bad mobo, psu, and operator!!! Any similar situations/solutions? Thanks!!

See if any of this helps you:
remove cmos battery, discharge power again and let it sit for a minute or two. Reinsert cmos battery, power up while holding insert key, monitor power indicator should go from amber to green, release insert key, you should be in main bios.

You did connect the 12v power and set the fsb switch on the mobo right?

I tired the battery but it still shuts off..... I also checked all my connections and they were good.... I thought at first that I was overloading my system because I did have 2 hard drives 2 opticals 2 led fans and a cold cathode uv light.... BUT it's a fortron 400 watt power supply AND it still didn't work with EVERYTHING off.... I wonder if it's my video card (ATI AIW 9700 pro) but I can't isolate it as the problem....

Well... I've gotten somewhere!!!! I unplugged everything INCLUDING the power plug on my vid card....
THat kept the cpu running and I'm assuming it posted but I don't know because my vid card wouldn't run.... when I pluged the power back in.... no more working!! Any idea what on my ati 9700 pro card would shut down my whole system?

Was reading somewhere the last couple days about someone else with an ati card, Im not familiar with that , does the video card draw power from the mb via a plug in?

Well guys... I found the right thread.... it was in video... seems that the problem was the ati 9700 pro draws a TON of amps on startup and that my "overconsumption protection" (something a paid good money for) on the PSU was shutting the system down.... anyway... it's a design flaw and I'm working on getting ATI to rma a new board out with the fix.... I finally pay good money for a nice psu and it blows up in my face... hahaha
