help getting .voc off mp3 player to PC

I have a DLINK DMP 100 mp3 player and I want to move a vocal file to my PC and make it a file that can universally heard. When I upload from the mp3 to PC it converts it to a .wav but it can only be run under 1 situation-- win98 with a special file installed first.

in win98 I can hear the file after installing a .inf file for "Micronas Intermetall MI-SC4" hardware. This came on the Dlink install cd.
After I install that, I can listen to the file as a normal .wav file in winamp. BUT I cannot listen to that SAME file in winxp winamp or in win98 without that driver file.

I cannot upload from the mp3 player to winxp and listen to it there under any situation.

I want to make this file something that everyone I send it to can listen to (being pc-novices), like any other .wav or .mp3 without them having to install anything special.

I tried converting it to .mp3 using Blaze media 2002e, but I waited about 30 min for it to convert the win98 playable file to .mp3 and then quit. Does it always take so long? The original file is only 38 seconds (.2MB).

Please give me any ideas. All I want to do is make this little audio clip playable by my friends around the world.
