help getting computer started

I just put togeather my new computer

athlon 3800+ am2
Biostar t-force 550
2 gigs of OCZ 800 megahertz ram
radeon x850xt
antec smartpower 2 500wattz
a seagate 120 gig IDE drive off my old copmuter
DvD drive off my old computer

I'm can't get the computer to enter bios setup and it doesn't always post. Somtimes the computer will take commands from the keyboard then I get a black screen, sometimes it won't react to the keyboard. I don't know what the issue would be, the leds on the motherboard indicate that there is no problems, and I'm not getting any sort of beeps.
