Norton has removal instructions on their website.

It's really quite a lot of fun removing all of the crap manually, as I found out a couple of days ago.

Edit: I was using 2004. Fortunately you are using 2003 so there's a removal program.

I was actually going to recommend uninstalling that annoying program regardless of what problem(s) you were having, so it worked out perfectly. 😉
