Help for remote access to files through internet?

A friend wants to setup a way to allow him to access files on his home computer/network from remote locations (ie his family or friends computers) through the internet. The computers that he wants to connect to is running Windows ME. The other PCs will be Win 98 or XP.
He has a DSL connection and is getting a router in order to share the DSL with his other desktop and his laptop. Will VPN allow him to do what he is wanting to do or will he need to use something else?
I have used PC Anywhere personally to allow remote access to a pc but he doesn't want to purchase it. He wants a free or at least much cheaper solution.

However, I don't know if he will want to go through the trouble of setting up a webserver.
 
He does not need to set a Webserver.

Just extract the relevant information to set the capacity to contact his computer from the Internet.

Than install ftp server program (some are freeware) and he is done.
