Help for My new custom PC build!

Hello guys thank you for taking the interest in my query but I have recently build a new amd based gaming PC and the specs are:
CPU- AMD FX 8350
Mobo- Asus m5a99fx pro r2.0
Gpu- Xfx R9-280x(1000MHz)
PSU- Corsair GS-700 (2013 edition)
RAM- Kingston hyperX blue DDR3-1600mhz 2x4GB (1.65V)
CASE- Corsair carbide 300r
HDD- WD black 1TB SATA3
DVD- LG 24x DVD Burner!

1). Am I OK with 1.65v of RAM or should I go for 1.5V?
2). Should I unpark my CPU cores or leave it to the default?
3). Should I install Windows 8 (as it has better support for AMD architecture) or windows 7 is fine?
4). My PC is feeling kind of slow so, what could be the reasons? Faulty CPU,HDD etc...
5). I am getting around 15-20 fps in GTA 4 with icEnhancer mod installed! Why so low? Rest all games are butter smooth!
Thanks a lot people plz help me, as I am worried after so much I have paid!!
 
1. Yadda, yadda, yadda... stick with 1.5v or less

4. One sure cure for the "feeling kind of slow" blues is to install a 240GB Crucial M500 SSD

* Make sure you have all your drivers up to date
 
1) If you've already got 1.65V RAM then keep it (mine is undervolted to 1.5V, but it's not needed); otherwise less is better.
2) Best not touch anything until you can phrase/answer these questions yourself.
3) Debatable.
4) Need more info. Look at resource usage.
5) Iunno.
 
I ran pc performance test and found out that by undervolting my RAM i am gaining a very little performance! Very little. But the strange thing was that my RAM score was pretty less than the RAM score of corsair vengeance which was (same config, same latencies)!!!
Could this be that kingston doesnt make good RAM?
 
Perhaps I confused the issue by bringing it up.. I only mentioned undervolting as an option if you are truly concerned about power usage, and/or you know you don't need highest RAM specs.

It's not supposed to increase performance. You need to find the bottleneck (CPU? GPU? HDD?) if you want to improve performance much.
 
RAM at the same speed and latencies will perform the same. Did you install the Kingston as dual-channel?

But what could possibly be a bottleneck for a system with an FX-8350 and R9-280X and WD black 1Tb??

I didnt get the ram in one single box instead i purchased two seperated modules but both have same configs printed on the box! So is it fine?
