Help fixing clearcoat

I bought some aftermarket eyelids for my headlights a few years ago and now the clear is peeling. How do I go about fixing this? I can obviously take the headlights with the eyelids off my car for easier work but they cannot be removed from the headlights without damaging them.

Mask the rest of the car off, sand the bad clearcoat back until is quits peeling off, using 600~1000 grit. Fine sandpaper will minimize scratches.
Re-apply clearcoat, sand with 1000 then 2000, and buff out with Maguiars #5 and a foam pad. Clean up subsequent mess!

Can not fix it, you need to sand and respray
