Help finding parenting software

My parents want to limit the time that my sister uses the computer. Right now, pretty much every waking moment she's home she is on the computer (not learning about computers, mind you, but just chatting and watching anime). My parents do control her when they are there, but they both work and she gets out of school before they get home. So they are looking for something that can limit the amount of time she spends on the computer. Maybe some program that won't let her login till a certain time or only allows her to remain login for a certain amount of time. Anyone got any recommendations? The computer is using WinXP home but we can buy Pro if Pro comes with it. Thanks.

i suppose you could buy something like a internet cafe client package, although that would be pretty expensive i think
