Help find this building....

... from my half assed possibly dreamt/made up description.

Okay so i saw this building ages ago and i cant remember what it was called or where it was etc, ill try to describe it:

- Large building
- 5-6 floors maybe?
- Possibly a library of some sort (maybe part of a university/collage)
- Looked like an evil overlords HQ or a secret police headquarters, in fact it would have made a great ministry of love
- Narrow long vertical windows
- Very imposing look
- Much grey concrete in it
- Modernist architecture (i think that's what these types of buildings are described as)

If any building says ministry of love its this one...

I was a bit off with the 5-6 floors and apparently this is called "brutalist architecture" not modernist.
