help fast motherboard boot up

ok i have a acorp motherboard wiht a kt133 chipset i believe and
to boot up i have to reset the cmos everytime(use jumpers to clear the cmos)
when i do that it will boot up and work fine but when i restart or shut down or reboot it wont boot up again the fans and stuff start to work but the monitor doesnt get a signal
