HELP!! FAQ man? WIN 98 wont recognize CD ROM

Ok here is the Diliyo:

Dell Inspirion 3200 laptop. Employee lost original CD drive that came with it ( interchangeable floppy and CD Rom drive bay). ordered new one from Dell.
The ONLY time WIN 98 will recognize the drive (Bios always does)is if I set it to boot from CD first and there is a bootable (WIN 98 disk) in the drive. It will give the choice of boot from CD or HD and if I choose HD, all is well. If there is no bootable CD in drive, then WIN 98 doesnt recognize it and I cant use it. On phone with Dell for 1.5 hrs other day and couldnt figure it out.
I tried re-install of 98 (not reformat and fresh, just install over), removed and reinstalled IDE controller, etc.
I am trying to avoid a reformat and frsh install if possible as that will be a BIG(er) hassle for me.
HELP ME PLEASE!!!!!!
 
Is this a frequently asked question?

It seems that the plug and play notification has gone wrong somewhere. Is this the original installation of Windows 98, or is this a new installation after you have have received the replacement drive?
 
Not sure if it is a FAQ, but I havent seen a question you couldnt answer 🙂. This is the original install ( or un upgrade install from a while ago). I am not too familiar with the history of it unfortunately. I am trying to avoid a format and fresh install. I have already done 2 re-installs of WIN 98 after receiving the drive to no avail. It is strange that it is working if a bootable CD is in the drive, but wont if there is nothing in the drive at boot. Could it be a config.sys or autoexec.bat problem?

Nothing particularly out of the ordinary in there, nor is there anything to affect the CDROM.

Go into safe mode, go to the HKey_Local_machine\ENUM and delete the IDE Controller, ESDI Controller and also the CDROM device. Reboot and see if they are detected properly.
 
There is only the ESDI controller, no IDE and no CD in that location. I deleted ESDI and am rebooting now
