HELP! EVGA 6600GT PCI-Ex won't output a digital signal

Works with VGA head, works with DVI to VGA adapter on the DVI. Video kicks on windows boot after rolling windows screen if DVI cable is connected to DVI. After speaking with EVGA support about this issue, I RMA'd the card to newegg as they said it had a bad DVI head. This is the second card and it is doing the exact same thing.

What are the chances two cards have the same issue?

CoolerMaster Cavalier case w/ the included 380 watt CoolerMaster PSU

Bad DVI Cable? PSU not strong enough? A x700 pro that I had once wouldn't do DVI, and it turns out my PSU wasn't giving it enough power so it would blink on and off for about a minute, and then just say "no DVI connection" on the monitor. It would work fine with VGA. Here is what you should do

Try different DVI monitors, could be the monitor
Try different DVI cables,
If a new DVI cable doesn't work, try it on a different monitor, and vice versa.
 
Did some serious trouble shooting. Tried a different PSU and different brand graphics card with no luck. In the end, the abit an8 ultra board just needed a bios flash.
