Help-Error message "you have reached the top level.." when I open Control panel

I built my first computer, installed W98. Went pretty well, I have yellow question marks under "other devices" in Device Manager for PCI bridge and PCI something else, Via 4 in 1 drivers are not installed yet. Just AGP video drivers off cd. I am seeing a error box I have never seen before. When I open Control Panel most of the time I get a window with My Computer at the top that says "you are at the top level and cannot go up another level. Minimize open windows if you want to open contol panel" (para-phrasing). I have to click on ok 15-20 times to get window to close, then the control panel window starts to shake violently on the screen. I can always get it closed, but that ain't right. Idea's on how to fix?

Almost sounds like you have a virus on your computer. First thing I would do would be to scan your system for viruses, and see if that clears it up. Can't think of much else that would explain the control panel "shaking violently" on the screen.

I thought of virus, can't see how on hours old computer, never on internet, and floppies came from other computer with up to date NAV on it. I think maybe "top level" might mean directory structure? I have some video driver issues too, I can see desktop where start button should be. I also got illegal operation a couple of times when opening windows explorer. Now can't get any error when I want it to, so I could write down exactly what it says.
