HELP! Epox 8K7A stuttering with VIA 4.32

Here's my system:

Epox EP-8K7A w/onboard sound
T-Bird 1.4 GHz
60 GB HD
8 GB HD
32 MB Radeon LE
256 MB Crucial DDR
Windows 98 SE

I just installed the VIA 4 in 1 4.32 except for the AGP driver. Now, I have a pretty severe stuttering problem. Every few seconds, the whole system just slows down - mouse, sound, video, everything. Each stutter only lasts for a second, but it's VERY annoying. The system was running perfectly fine before I installed the new drivers. 🙁

How do I fix it?

With this version of VIA drivers, DVDs were very choppy. Installing 4.32 fixed DVD playback, but it made the whole system stutter...I'd really like to have 4.32 up and running. Does it matter how I install the drivers? Should I have done so on a clean system?
 
Argh, it's not back to normal. Games running in D3D look all screwed up...it's like a Venetian blind effect. OpenGL works fine, though. And I'm experiencing random lockups. 🙁
 
yes no 4n1's for amd 761 northbridge mobo's, just the southbridge drivers (via's IDE drivers and ac97 or whatever onboard sound drivers)

btw id format and reinstall win98, unless your good with win9x registry hacking
