Help drives in DOS compatability mode

upgrading(hah) to 7200 rpm drive and got some kind of prompt that I accepted without thinking and now IDE controller has the exclamation point next to it and I am in DOS-capatibility paging mode. What controls IDE controller, windows or bios ? since I have an empty formatted drive I tried to install windows but get error message #su995035, also my help files seem to be missing and I have no idea what to do
 
when the system is first booting, interupt and get to CMOS. If you haven't done alot of other tweaking on your system, go back to factory defaults and that should at least get you back to square one. Bear in mind, going into CMOS can really screw stuff up for the inexperienced, so tread lightly.
