Help! drivers won't install on any PCI device!

Setting up a new computer, well, not new, just freshly formatted. All the devices in here, the PCI NIC, and SB Live!, have been in here before and worked. I just reformatted the hard drive, installed Win 98, then when it askes for drivers for the NIC and Live it won't install them. When I try to manually do it through device manager and I point it to the floppy with the NIC drivers, it says it's installing, reboot, and they aren't there. Same thing with the Live! Using a Asus CUV4X, Pentium 3 1GHz, install the latest via 4-1 first. This is driving me insane. This computer is going to be a Christmas present, and I'm running out of time.
To top it all off, for kicks last night I installed XP to see if that would work, and it does! Immediatelly connected to the internet and the default XP Live! drivers work just fine. This is only happening on Win98.
I've tried 2 different 98 CDs to make sure the CD wasn't bad.
