Maybe I misunderstood, but it sounds like you actually intend to lay the cabling YOURSELF. I originally thought you said you were just going to plan what they needed. If this is a newly built house, planning the cable and recommending to them what they need compared to actually doing the cable job yourself are two very different things. For a new house, all cabling has to pass fire codes, building codes, inspections, etc. This isn't a simple matter of thinking you can do it. Alot of times for this type of thing most inspectors actually require the person to be certified for all the different codes, etc. I would definately seek the help of an electrician to actually lay the wires in the house.

Well here in Australia it has already happened, someone who wasn't certified layed cable and had to drill through the firewall to do so, house burnt down, insurance didn't pay.
My suggestion would be to get the electrician who would be licenced to simply lay some conduit to each room from the centrally located wiring cabinet, make sure the conduit is thick enough to handle at least 6+ runs of cat6 some rooms may need more than one run of conduit, this will allow you to install the cable without braking the firecodes and without being charged heavily for "networkin installation" it also means in future, when cat6 goes the way of vinyl, you can pull it out, use it to tie up twigs and put in fibre or whatever is best then. Conduit is the way to go for a future-proof network, but it's placement is very important, eg no one lives in the basement and we don't need a net/phone connection down there...but you may one day, so put a conduit to there anyway...
