Help cutting down Timmings on Hyper X Fury DDR4.

Hello there, I hope you are all doing alright. I came here to learn and clarify some doubts about RAM, and I know I came to the right place. First, I'll list my build's parts:
-Intel Core I5 9600K CPU
-Asus STRIX Z390-E Motherboard
-2X8GB Kingston HyperX Fury 3466 CL19 (19-23-23-42-2T)
-1x WD Western Digital 500GB PCIE x4 NVME
-Sapphire RX580 GPU
-XFX XTR 650W PSU

I still didnt build it, first I'm taking knowledge about first things to do once successfully installed and posted.

RAM: 19-23-23-42-2T

Hey, these latencies are kinda ..high. These run with XMP profile at 1.2 so there must be some room to cut it tightly at least to C17, maybe 16 with.. 1.3V/1.35V? Even if that involves clocking down speed down to 3200, I'd feel more comfortable with a 3200/C16 Latency. Maybe cut it down to 16-20-20-39/1T with 1.35v?? Would that be safe?

I'm not experienced at this, first time having a ddr4 based system.

Command Rate: 1T vs 2T

I know that 1T is faster than 2T. But when is it possible to set at 1, and how? What should I consider as mandatory before going down to 1T? Is that even possible with 2 sticks and such speed/latencies achieve stable settings at 1T?
Need a hand in here. Do you know how?
