Help - CTU won't apply settings at startup!

I've got a K6-III+ 450 in a Matsonic MS6260S (yeah, I know - crap) MB. I've used CTU to get it to 600 MHz on the fly, but it won't apply the CTU profile for 600 at Windows startup - it keeps resetting back to 450. I've checked the box for apply at startup and even tried copying the settings to a manually-created Startup_Settings profile, but it refuses to load at startup. I'm wondering if it's because I'm running Windows ME, which has lost most of the DOS underpinnings, and CTU seems to apply the settings from a command-line executable. However, I do see the box pop up during windows startup where the settings would presumably be applied. Has anyone had this problem before and if so, been able to overcome it? I like the utility since it combines the overclock fuctionality and the write allocate and everything else I would want to do into one utility, and I can leave the MB settings at default for the processor. If nobody knows a fix for this, perhaps I can get suggestions or even links for other utilities that will do the job? Any help on this will be greatly appreciated.🙁
