HELP !!! cooling in extreme conditions on a budget

ok here's the deal I live where it gets about 110 deg. F during the summer which is friggin hot "not good for computers". anyways it was 28c in my room today down by my computer thats with the AC on, so you can imagine how warm it's getting in the case and summer is just getting started.I want to overclock this thing but after a couple hours in the morning my cpu gets up around 50c and causes problems.I need the ultimate "cheap" cooling system.I think I'm going to build a water cooler but I don't know how to get started.I think I might tear apart this window AC I have an use parts from it.can I get some pointers on this.I know I can get alot more juice out of my CPU it's a new Celeron 800 coppermine 100FSB.I have it oc'ed to 1 GHZ @ default 1.7v so I'm thinking with adaquit cooling I can get 1.2ghz

an nVidia GeForce2 MX 400 64Meg with stock fan

30 GIG ata 100
10 gig ata 66
dsl internal modem
NIC 10/100
SB 16 sound (soon to be upgradeed)
and soon to have a tv tuner card

so there it is help me out I can spend a little cash but not much
