HELP : Control Panel Game Controller Order

I have problems with USB game controllers order in control panel. My favorite controller is #1, however, when my friends come over and plug in their controllers, my controller gets bumped down and then I need to reconfigure my app (MAME) - and then when they leave, I need to reconfig again since my controller changed position.

I have tried setting the preferred device in the Advanced tab, but that doesn't work (nor is it very "advanced").

Is there a way to actually control where a controller is?
