HELP! Confused with my networking project

Okay, in the final project for my networking class, they made us do a proposal for a huge network (2000+ nodes)

The network consists of 32 remote locations, 2 "important" locations and a Headquarters (everything is centralized here: servers, mainframes, data storage, etc).
To connect the 32 locations to the HQ, we used a 512KB Frame Relay, and we're using a 1721 Cisco Router. So here are my questions.

We got the frame relays on each of the 32 locations, but how do they connect to the HQ? Should we put another 32 routers there (which seems kinda... weird)? or is there a way of having a router handling all those remote connections?

Also, we're planning on using a T3 to be our Internet Service, what routers would you recommend we could use?
