HELP...Computer won't shut off!!

I just finished building a computer...AMD 2600+, ECS motherboard, etc. Everything works great, but the thing won't shut off. When I go to shutdown (in WinXP), it shuts down, but then restarts right away. Same thing happens when I initially apply power - the PC boots up immediately without having to press the case power switch...It is as if the power switch is shorted out.

Funny thing is that this happens if I have the Case switch connected to the mobo or not. Is this likely a problem with the mobo, the power supply, a BIOS setting or could it be the way I have something connected (memory, PCI boards etc.)

Any insight would be appreciated!

If it boots all by itself even with the switch unattached, it either has to be something else shorting it out at that point (imporperly mounted), or it is a bad board. I have used ECS motherboards in the past and found them to not be worth the couple of dollars I saved on them. They are picky on what memory you use, they are picky on what power supply you use, and typical lifespan seems to be a year or less.
