Help! Computer won't boot!

I installed everything the way it should be, but it won't boot. When I push the on button, the cpu fan turns on for a second then it shuts off. I dunno why, is there something with this motherboard I dunno about?

MSI K7N2-Delta-L
AXP 1700+ Tbred A
2x Kingston Hyper X 256MB PC-3000
WD 160GB 8MB Cache
Geforce 2 64MB GTS/PRO
24X CDRW Lite-On
Eagle 350 Watt PSU.

I'm thinking it might be the psu, but my dad in law got his computer to work with a generic psu also. What could be the problem?
 
Check the jumpers. Any jumpers on that board? On the EPoX boards, for example, the board defaults with a jumper on CMOS clear, but that jumper had to be set to normal operation mode for it to boot.

And during the first boot, unhook everything except board, CPU/cooling, ram, and video card. That eliminates many variables.
 
As Ionizer86 stated check jumpers, from looking at the manual (page 2-30,31) you should have 3 jumpers.
Also look at heat sink fan to make sure it is correctly installed (the notch in the heat sink should be facing
toward top of board from looking at the pictures)
 
Also make sure the CPU fan is installed on the correct fan header. If not, it will do exactly as you see.
