Help -- Computer won't boot - Internal CPU Frequency error/hang up

I just bought a AlphaPal Heatsink and took off the retail heat sink on my P3 700E to install the new one. I removed the processor and cleaned it with alcohol. I put a thin layer of Arctic 2 on it. Put it back and tried to boot. My Asus CUSL2-C Motherboard at first did nothing -- no beebs, no video, no nothing. I was not overclockinng by the way. I powered down with the main power buttn on the back (the front ATX wold not power it down after holding in for 20 seconds). I rebooted and it beeped once and was in BIOS as it should when you put in a new processor. I selected 700 Mhz for the processor and saved the cahnges. Instead of booting, video goes off and nothing happens. No beeps, no nothing. I shut it down agan (again I have to use the main pwer switch). When I boot it uip again, get the one beep and nto BIOS and it says

"During the last boot-up your system hung for an inproper CPU internal frequencey setting. Your sustem is now workgn in safe mode. To optomize the system performance and reliability make sure the CPU internal frequency conforms to the specifications of the CPU."

I set it to 700 Mhz, exit saving changes and same thing. This is repeatable OVER AND OVER with the exact same results. WHAT HAVE I DONE. It wa working just fine before I remoed the CPU and put it back with the new Heatsink (I know the heat sinnk cannot be the problem by the way, what is wrong with teh CPU ? Motherboard ? WHAT >>>> HELP !!!!

I am posting this in Motherboards too since I do not know what is wrong.

make sure your heatsink is on there good buddy.
