Help: Computer takes forever to startup after installing ADSL

I have heard about this problem before, and now I have it. I remember it has something to do with DCHP being turned OFF by the ISP but isnt turn off on your computer, there for it takes forever to search for it. How to turn it off on my computer?

You have to go to the network properties and input your static IP.

however this does not work if you ISP does not assign you a static IP.
