Help!!! Computer Stays on after shutdown.

I Built a Custom computer about 6 months ago and it has been running perfectly fine, until last night i went to shut my computer down and the fans and psu and cd drive all seemed to be running like nothing happened even though my display went off all the way. I checked all the power management settings and set them to default yet the issue still remains.

I am currently running

I-5 3570k
Asrock Z77 Extreme4 mobo
8 Gb of ram
XFX ATX 550w psu
Radeon HD 7870 Tahiti LE
windows 7 pro

The only other hardware i recently installed about 3 weeks to a month ago was 2 Vortex HDB 120mm fans by Cougar, besides that i have done nothing else and problem just started.
 
Did the hard drive stop spinning when you turned the computer off? Was this a one-time occurrence or is it happening every time now? Did the power light stay illuminated on the front of the case?

Probably the first thing I would try is unplugging the Cougars and see if the problem returns.
 
The Power light did stay illuminated on the front of the case, i will have to check to see if the hard drive stops spinning. I am going to try the cougars first thing. This actually just started happening last night and it has done it each and every time i have shut the computer down since.
 
i disabled the cougars from the motherboard but unfortunately that didn't help. I guess i will try resetting the bios. the front light stayed on yet again, i appreciate all the help and thank you for taking the time to help.
