Help. Can't record on 700MB CDRs

I have a Mitsumi-CR-4801TE drive and am using NTI CD-Maker Pro for Windows 95/98/NT. I can write to 650MB discs, but when I try to record on a 700MB disc, the software indicates that it is recording (and looking at the CD indicates that it has indeed been written to) but it will only record up to the 650MB and then the disc won't even play. Is this a software or hardware problem?
