Help! Can't load windows without restarting

I've recently fitted the Zalman 7700AlCu cooler on my cpu and their passive heatsink on the chipset. I've got an Asus A8N SLI mobo with Athlon64 3000 winchester(now underclocked to 800Mhz), maxtor diamondmax plus10, sapphire radeon x600xt. It worked okay the first few times after it was fitted. Mobo temp seemed to be the same(mid to late 30's)(tho less noisy now) and the cpu temp was a few degrees cooler(low 30's). I did fit a fan controller as well but it wouldn't boot with that and both cd/dvd drives connected(now only got one drive connected in case it was my cr appy £11 ebuyer psu). But now my pc won't get past the windows xp loading screen, it starts to load but the blue bar doesn't get across the screen without restarting. I've underclocked it now so its got the ram @ DDR200, HTT @ 1, 200mhz fsb, cpu multi @ 4, but still no change.

Can anyone help me please?

I have to ask why you're underclocking everything. If this is a new build, you should try to get it running using stock settings for all components first - you can experiment later. Your temps are great, low 30s is fine for your cpu temp - quite good actually.

It sounds like the system is posting ok - what is the status of your Windows install? If it is a new build, you should definitely do a reinstall anyway. A little more info on the status of the OS can shed some light on this... thanks
 
Have you tried booting into safe mode? Do you still have the same problem? You can use a program like bootvis to log at what step windows is restarting.

What temps does your BIOS report? Is your temperature alarm temp too low?
 
1)I underclocked everything in case it was some power consumption/heat problem

2)The OS(windows XP SP2) has nearly all the updates avalible(just a few security ones still to be done). It was working okay before the weekend, it's started to stop in the last few days.

3)when i checked the bios temps last night i got cpu temp as 24C and mobo as 21C. In case anyone wants to know the Vcore is 1.39, 3.3V is 3.28, 5V is 4.91 and 12V is 11.64
